Millions of real stimulus dollars go to 'phantom' House districts in Minnesota

Minnesota's 27th Congressional District has snared just over $3 million in federal stimulus money, five times as much as the 57th District has gotten.
One problem: Neither district exists -- except on Recovery.gov, the Obama administration's website that tracks the flow of stimulus cash.
Beyond Minnesota's eight actual congressional districts, which have gotten the lion's share of the money, the website list 11 phantom districts that supposedly have been awarded more than $7 million in grants.

On another site, some one pointed out that it might be the districts for state government. Minnesota have more than 57 reps in the state legislature?
Could it be that the money is correct but the “congress” part is poorly clarified?

I spent some time last night looking at the numbers on recovery.gov and comparing them to the actual number of congressional districts each state currently has.
Every state has these phantom districts reported (most states also show a 00 congressional district - this may be money given directly to the state government instead of a particular district but that's just a guess on my part).
It amounts to over $2B that has either been misreported or has simply disappeared.

Okay, I have a question. We keep getting these reports of a helluva lot of money going to fake congressional districts. So, who got the money. The money was put out there, wasn't it? Somebody signed the check, or got the cash or something.
Where is the money? Who got the money in these fake districts? Did anyone get the money in these fake districts; or, was it sidetracked somewhere else?
Can anyone answer these questions?
