Are they using as precedent to make us buy stuff, the Militia Act of 1792/95 as quoted below?

please describe to me the type of person that should not have health insurance (immortal is not a realistic answer).

You miss the whole point, I own a house with no mortgage, I should have fire insurance and I do but the damned government doesn’t tell me that I have to buy fire insurance or pay a fine or go to jail. If I don’t buy insurance and my house burns down and I can’t afford to replace it I should be able to live in a tent on my land. We don’t want to live in a prison camp, okay?
The Constitution has a mandate for the protection of the people with regard to their safety. It has no mandate for making sure that there is a money pool from the taxpayers for the lawyers to dip into with their malpractice lawsuits.
Just examine this: Is there anything in what the Democrats have put together that protects the moneys from the taxes they collect from gigantic lawsuits by malpractice lawyers? It looks to me like the Democrats are avoiding the real problem with medical costs: that being the malpractice lawsuits which is stealing from the country’s medical budget. Ask your doctor when you go next what percentage of what he charges you for a visit goes to insurance. When you find this out, you will be greatly shocked. I am not a doctor. I do civil engineering. If they were suing us like they are suing the doctors, I’d pump gas first.
This is incredible what the Democrats are doing to us. We are working hard to get along. They are going to tax us until there is nothing left to provide this plan. Look to your left, look to your right, where are these rich they are going to get all this magic money from? They’ve been taxing the rich for 50 years. Why do we keep getting hurt in the end?

Hows about if you can afford it (to be determined by whose wisdom I’m scared to ask) and you don’t have it, you shoulder the bill. If you can’t show that you could afford the payments on the treatment you need, then you don’t get the treatment?
One is going to die sooner or later, so how much should the Gov’t forced insurance coverage pay to keep you alive just because it can be done?
There are the cases where perhaps traffic accidents put one in the ER, or some other special circumstances where treatment is going to happen before payment plans can be secured. If the taxpayers have to cover those types of things it would be a much smaller ding to the average American household’s finance than this camel’s nose in the tent.
The government threatening me to buy insurance (or what will they do to me?) is a lot like the government telling me that I can’t ride a motorcycle, or can’t smoke, or participate in church potlucks, or eat too much pie...

Senator Reed is incorrigibly ignorant. Article I,Section 8 expressly gives Congress the power to raise an army. It further gives Congress implied authority to pass any law to carry out their delegated powers. A draft can definitely be seen as a “necessary and proper” function of the federal government in that it is one means of raising an army. To draw some tortured comparison between the constitutionality of the draft and compelling US citizens to purchase a government approved health care policy is idiocy.
A sufficiently rich person, perhaps, who can pay the medical bills without playing no-win games with a for-profit company?
The people who don’t want to buy insurance....this is a free country after all, at least it was until Jan 2009!
I have patients who don’t need insurance, don’t want insurance and would never buy insurance. They pay cash for whatever they decide they want or need - make their own decisions and do not need permission from a bean-counter insurance clerk or federal agent deciding for them. Granted, they have plenty of money - but why penalize them or tax them for not purchasing something they don’t need?
The Missing 13th Amendment
With national health care, doctors will be forced to make bad choices due to government regulations/rationing. The trial lawyers initially will have an orgy of lawsuits once government health care starts to cause this chaos. Good doctors will leave. A doctor shortage will ensue. The standards will be lowered to fill in the shortage, and health care will continue to degrade. Substandard doctors create more health care disasters, so the government steps in and nationalizes all doctors and makes them immune to lawsuits. The trial lawyer orgy ends. To further keep costs down, these national doctors will get peanuts for pay. Hospitals will suffer similarly and likely become nationalized. National doctors and hospitals will be dangerous to your health. Only fools and ignorant people will got to a national doctor or hospital.
If we are lucky, good doctors and hospitals will set up practice in Mexico and we Texans can get there without to much trouble.

Where will it stop? I refuse to give the government this power over our lives. This country is the land of the free and our government does not dictate - is this what you wish?

It was replaced in 1903 by the Dick Act which gave us the National Guard.
The pertinent part is reflected in 10 USC 311 as follows:

(b) The classes of the militia are -
(1) the organized militia, which consists of the National Guard and the Naval Militia; and
(2) the unorganized militia, which consists of the members of the militia who are not members of the National Guard or the Naval Militia.
10 USC 312 lists exemptions.
I don't know what minor adjustments may have been made over the years.
I think other sections of the US Code address equipping the National Guard and so forth.
I don't know of anything that addresses equipping the unorganized militia.
