Doesn't the Jihadist have to try to convert the enemy and give warning before the attack according to Islamic or Koranic law? Do they also have to receive a ‘blessing’ from an Imam or spiritual adviser? Could be interesting if Haman did and to find out who he might have consulted with...

I've never heard that before....but that don't mean anything....I know that the govt claims they get tips, even videos. I don't recall hearing that be a requirement. If they were trying to recruit, they sure didnt try @ the WTC.
