He went for penetration, not killing power. Not that we need any more proof; this shows that he was committing jihad, and not simply snapping because someone told him scary stories and called him bad names.

I don't think the high-penetration rounds are civilian-legal (and I think he would have bought his ammo privately), due to their being able to penetrate kevlar. The civilian-legal ammo is all expanding hollow-point, as far as I know.
