Well, yeah ... but then, the whole point of attacks like this is to exact the largest possible death toll. Of course the bad guy is going to head to a place where his chances are maximized, and that means he needed to find a place containing a lot of unarmed people. That's just good planning on his part. You or I would do the same, if we were inclined to commit mass murder.
