How did this guy ever attain the rank of Major? He was a doctor. They start out as Captain and if I am not mistaken, all you need to do to be promoted to Major is to finish your residency.

How did he get the plum by getting chosen to get his medical education free while drawing his military pay?
This was a huge mistake giving him the prize and someone did a p poor job of checking his back ground.
