They are intentionally targeting large areas that are frequented by disarmed people.
No one goes into a theater with a gun, so they were easy targets there. Same applies to the Processing Center.

The commissary and PX are much more target-rich environments - I believe there were specific people they wanted to target at the theater and processing center.
Besides, unless they’ve changed military bases since I left 10 years ago, they don’t show movies until the evening. The theaters were used for training, briefings, or ceremonies.
Yes, most military installations are "gun free" zones; that includes concealed carry. Arms are locked in armory, with access only to arms room NCOIC and CO. May keep guns in housing, but since it is a fed crime to carry in federal buildings (e.g. workplace) you won't find anyone carrying even if liscensed.
