Law? Maybe a Senate rule. Do you know what rule it is, and what repercussions there are for a bill passed out of committee without two members of the minority present? One would think that at the very least they could get it to the Senate floor through a discharge petition.

Actually the rules for the EPW committee say 2 minority party for mark-up quorum, not for voting it out of committee.
