Photo-op for sure. He can’t put his hand over his heart for the National Anthem but he can go to Dover AFB in the middle of the night to capitalize on another’s sorrow. Photo-op.
Of course it was a photo op. If it was out of personal concern he could have gone without the press.
That's the kicker. Anyone who misses that point....he did this in the middle of the night and took the press.....isn't seeing it for what it really was.

If he had truly been sincere, he wouldn’t have allowed reports or photos. Everything this guy does is about himself!
