Apaches and C-130s dont normally fly at the same altitude. Who was in the wrong airspace? The Coast Guard C-130 was cleared for 900-100 feet searching for a lost boater.
The airspace was controlled by the military and of a type that is restricted during military operations and training but otherwise is open for general aviation.

Cobras aren't Apaches.
