The Department of State alerts U.S. citizens to continuing security concerns in India. The U.S. Government continues to receive information that terrorist groups may be planning attacks in India. Terrorists and their sympathizers have demonstrated their willingness and capability to attack targets where Americans or Westerners are known to congregate or visit. This replaces the Travel Alert dated September 12, 2009, and expires on January 28, 2010.
The November 2008 attacks in Mumbai provided a vivid reminder that hotels and other public places are especially attractive targets for terrorist groups. U.S. citizens are urged always to practice good security, maintain a heightened situational awareness and a low profile. Americans are advised to monitor local news reports and consider the level of security present when visiting public places, including religious sites, or choosing hotels, restaurants, entertainment and recreation venues.
U.S. citizens living or traveling abroad are encouraged to register with the nearest U.S. Embassy or Consulate through the State Departments travel registration website https://travelregistration.state.gov/ibrs/ui/ so that they can obtain updated information on travel and security. Americans without Internet access may register directly with the nearest U.S. Embassy or Consulate. By registering, American citizens make it easier for the Embassy or Consulate to contact them in case of emergency. For additional information, please refer to A Safe Trip Abroad found at http://travel.state.gov.
For the latest security information, Americans traveling abroad should regularly monitor the Departments Internet web site at http://travel.state.gov where the current Worldwide Caution, Travel Warnings, and Travel Alerts can be found. Up-to-date information on security can also be obtained by calling 1-888-407-4747 toll free in the United States and Canada or, for callers outside the United States and Canada, a regular toll line at 1-202-501-4444. These numbers are available from 8:00 a.m. to 8:00 p.m. Eastern Time, Monday through Friday (except U.S. federal holidays). Americans are also encouraged to read the Country Specific Information for India, available on the Embassys website at http://newdelhi.usembassy.gov and also at http://travel.state.gov.

Huh? I think this may be less about “terrorist groups [that] may be planning attacks in India” and more about this administration’s plan to do something in/to Pakistan.
Another interesting note. The travel alert came out apparently too late for President George W. Bush to cancel his trip to India.

You lost me, Cindy. I don’t see how post #2 relates to the topic of India/Pakistan vis a vis U.S. foreign relations. What does a lamb and goat processing plant in Chicago have to do with it???

SNIPPET: WASHINGTON: Pakistans Consul General in Chicago personally knew both David Coleman Headley and Tahawwur Hussain Rana, nabbed by the FBI for planning to carry out a major terror attack in India at the behest of LeT, the US authorities have claimed.
The FBI in its revised chargesheet filed before a Chicago court said the Consul General of Pakistan in Chicago personally knows both Rana and Headley alias Daood Gilani, as all three of them are from the same high school.
According to the website of the Pakistan Embassy here, Dr Aman Rashid is the Consul General in Chicago.
On or about September 25, 2009, Rana spoke by telephone with the Consul General at the Pakistani Consulate in Chicago in an effort to obtain a five-year visa for Headley to travel to Pakistan. It is clear from the email traffic unrelated to terrorist plotting that the Consul General knows Rana and Headley personally as all three attended the same high school, the FBI claimed.
However, the affidavit, does not say anything if the Consul General was aware or had any inclination of the terrorist connection of Rana and Headley.
Rana (48) and Headley (49) are not only residents of Chicago, but were product of the same military school.
SNIPPET: The chargesheet also indicates that LeT was planning to use Headley for a major terrorist attack in India.
SNIPPET: While it does not mention to which high schools the three were students, the FBI told the court that postings to a Yahoo group of graduates of a military school located in the Pakistani town of Hasan Abdal (a group that refers to itself as abdalians) reflected that both Headley and Rana have participated in the group and referred to their attendance at that school.

SNIPPET: “As the first anniversary of the 26/11 terrorist strike by the Lashkar-e-Toiba (LET) in Mumbai approaches, there is a heightened alert by the security agencies to prevent any major terrorist strike coinciding with the anniversary by the LET itself or by other Pakistani and/or Indian organisations such as the Indian Mujahideen (IM) or the Students Islamic Movement of India (SIMI) . The terrorists would be calculating that a successful strike around the anniversary would damage the credibility of the Indian State in the eyes of its own people and the international community and strengthen their support base.
2. While it is primarily the responsibility of the State’s security agencies to thwart in time any fresh conspiracy by the terrorists, the public will have a useful role to play by sharing with the agencies any information or suspicious activity coming to its notice. The state agencies should create an awareness of the kind of role the public can play and as to how to convey any information or suspicions to the State agencies. Successful counter-terrorism depends on effective State-public co-operation.”
