Representatives of the government of deposed Roberto Micheletti Manuel Zelaya signed late Thursday in this capital an agreement to end the political crisis that took to Honduras in the air for 124 days.
The agreement was signed under heavy pressure from the U.S. government decided to send his top heavy artillery led by the undersecretary of state for Latin America Department of State Thomas Shannon.
Shanonn said Thursday morning that the basis of political agreement were in place and just had no will to sign it.
"We have reached an agreement to end the political impasse," said the lawyer Vilma Morales of the delegation Micheletto, who stressed that the solution to the political crisis was reached in adherence to the Constitution and laws Honduran
The signing was delayed for several hours after the delegation of the deposed Manuel Zelaya gave long and, according to press reports, the deposed president was unwilling to sign.
Minutes before the signing of the agreement, President Roberto Micheletti announced its authorization to sign the document ending the political crisis facing the country since last June 28.
"Tonight I am pleased to announce that a few minutes ago I authorized my negotiating team to sign a final agreement that marks the beginning of the end of the political situation", whereby the return of Manuel Zelaya will be decided by Congress after consulting Supreme Court of Justice (CSJ).
Speaking from Government House, the Honduran president reiterated that "no individual is above the future of Honduras" and that "we can not put personal interests over the collective good of this great nation."
The deal approved by Micheletti contains eight points, including the creation of a coalition government, rejected the amnesty policy, recognition of the elections on 29 November, the creation of a verification commission, a truth commission and the return of Manuel Zelaya decided by the National Congress of the SJC opinion.
"Accepting this proposal represents a significant concession by the government," the president said.
"We have always been firm that is the Supreme Court who should decide on the possible return of Mr. Zelaya. But we also understand that our people are calling to turn the page of our history of these difficult times we live. For this reason I have decided to support this new proposal for a final agreement as soon as possible. "
Micheletti thanked the U.S. delegation to the Organization of American States (OAS) "for their important support mediator" in the political crisis.
The dialogue began in Honduras Guaymuras on 7 October under the auspices of the Organization of American States (OAS), however, was interrupted by the commission Zelaya, who rejected the government proposal Micheletti for the Supreme Court decided the return of the former president.
The commission resumed talks Thursday, a day after the arrival of a high-level commission sent by the United States, who won in two days the agreement that neither the Nobel Peace Prize Oscar Arias, nor the pressures of Hugo Chávez, or international sanctions had made it possible.

I can only imagine the pressure our State Department will bring to bear on the Honduran Congress. If your President couldn’t withstand it I don’t believe the congress will, either.

I agree. The risk is high that democracy will be crushed in both Honduras and the USA. Shame on America. The Chavez model of fake popular elections and sham representative government could be in our future.

The Congressional Progressive Caucus (CPC) was established in 1991 by five members of the United States House of Representatives: Representatives Ron Dellums (D-CA), Lane Evans (D-IL), Peter DeFazio (D-OR), Maxine Waters (D-CA), and Bernie Sanders (I-VT). Then-Representative Bernie Sanders was the convener and first. The founding members were concerned about the economic hardship imposed by the deepening recession, the growing inequality brought about by the timidity of the Democratic Party response at the time.

It's pathetic that the US pressured Micheletti to agree to anything, but it looks like he didn't concede much. It is highly unlikely that the legislature or the court would allow Zelaya to return. I think both were nearly unanimous in supporting his removal.
But I wonder what "to return" means? Does that mean return to the country or return to the presidency?
And what is meant by a coalition government? Honduras doesn't have a parliamentary government, and beyond that Zelaya and Micheletti were members of the same party, so I don't get what the practical meaning of this would be.
I hope that Honduras will get ALL the foreign aid money from the US that Obozo withheld during this crisis.

How are the elections shaping up for the end of November?
It sounds to me like Michelletti held strong and that, while the U.S. State Department wanted the deal to put Zelaya back in power in violation of the Honduran Constitution, the final agreement leaves confirms that the November elections will go on as planned and leaves Zelaya’s fate up to the Honduran Congress and Supreme Court. Given what we know about those two bodies, they will not subvert the Honduran Constitution and Zelaya will not return to power, not even temporarily.
I wrote to the constitutional government of Honduras a few weeks ago to express my support, and have been receiving several press releases a day from them by e-mail ever since. I’ll see what they say in today’s e-mail, but based on prior press releases I think that the final agreement includes all of the points on which the parties had previously ageed (earlier Michelletti had said that 95% of the points had been agreed upon, and only Zelaya’s fate remained to be decided) and the issue regarding Zelaya was settled ina way acceptable to the government. I thonk it says a lot that Zelaya had to be pushed to sign the agreement—frankly, I think it’s a face-saving measure by the U.S. and other regional powers that knew thatif no agreement was reached prior to the election that people would realize how little influence they truly wield.
In short, I think that the good guys won against all odds, and Obama ended up throwing Zelaya under the bus.
