Would the Kennedy scion have no problem if employers paid women less if they allow those benefits? I seriously doubt that so that effect would be, if imposed by the gov't, to disincentive companies from hiring women in the first place. Of course then Kennedy would scream bloody murder and we would need another bureaucracy to stamp out that discrimination.
