Immigrants strike another blow against the Rule of Law

Are you suggesting that the cops can make up laws as they go? The ticket in question, failure to speak English, does not exist.

I don’t quarrel with the common sense elements of your post too much (understanding a cop’s instructions in an emergency), but how has this immigrant struck a blow against the rule of law?

No. I am suggesting she was driving without her drivers’ license. That is against the law. You have to have your license when you are operating a vehicle, and she didn’t. The City of Dallas dismissed that ticket as well. I, personally, left my driver’s license at home one day by mistake, got a ticket, and had to pay a fine despite the fact that I had a license. This occurred in Dallas. I did have my insurance, for which they were doing a random check. But then again, I speak English.

By being here in the first place. To immigrate legally, one has to have a basic knowledge of the English language.
