Excellent post. I was trying to find this part of the Federalist Papers when I saw you beat me to it. Madison makes very clear that the General Welfare language (it’s not really a “clause”) is in no way intended to expand the limited enumerated powers of the Constitution.

If it were - there would be no need to continue writing the constitution. I could just say, General Welfare - whatever it takes.

Exactly! Why the need to enumerate specifics if the simple clause is sufficient authority??

More example of intellectual dishonesty from a politician -- the arrogance is infuriating!

General Welfare language (it’s not really a “clause”)

Some people refer to the reference to "general welfare" in the preamble as the general welfare clause. The problem for Hoyer, if he had the preamble in mind, is that it is sort of settled law that the preamble "conveys no law."
