Not only will cap and tax boost gasoline taxes, but will also boost electric rates by nearly 50%. Imagine the effect on food prices when higher fuel prices and higher electric rates are added in. Many energy intensive businesses may just relocate to other countries with lower utility rates. I also expect that the production of gasoline will be limited by cap and tax.
Imagine the anger of the American people as they can no longer afford to heat or air condition their homes and they are standing in long lines for a ration of $4+ per gallon gasoline. What will members of Congress tell their constituents? If they think the anger they saw at the town hall meetings this summer was bad, worse is yet to come.

Imagine the effect on food prices when higher fuel prices and higher electric rates are added in.And we're also going to have to pay for the increased cost of welfare recipients (Utilities, food, medicine). Their bills will go up as well, and we have to pay those - before we pay for our own.
