An anti-death penalty website has 31 Mexican citizens on California's death row:
The order by the ICJ in the case brought by Mexico affects more than 50 Mexican citizens, 31 of whom are on California's death row at San Quentin.
The point I’m trying to make is Mexico will not extradite a murderer to the US IF we charge the death penalty. We more often than not waive it, and even Bush has come to Mexican Murderers defense against the death penalty.
