I think you hit the context very accurately. The problem is that having attained some power in government, her lack of patriotic skill to exercise power becomes obvious. All she is actually is a fugly multi f--k. Thats all she kows how to do. To exercise power one needs honor, and she has none.

She put out rather than exercise honor long ago. Now she has none, or her power to cultivate it has atrophied beyond repair.

And now she wants us all to become her little fugly f--kers?

I found her facial grimacing more indicative of some kind of physical problem / medication side effect.

Unfortunately, it looked like some of the symptoms people suffer when they have tardive dyskinesia, which can be caused by use of psychotropic medications.
