this is the vote to get it out of the finance committee and send it to the floor - they would need 60 votes there to end debate by the entire senate and move on to the real vote by the entire senate on passage - that would need 51 votes to pass (or 50 and biden casting the extra vote for the bill)

then it would either be merged by another senate committee with all other senate bills to make one senate bill to be merged with the house bills

or

all senate bills would be merged with all house bills

that is how i understand it works
