(CNSNews.com) -- A senior aide to Senate Majority Leader Harry Reid (D-Nev.) told CNSNews.com that it is “likely” that Reid will use H.R. 1586—a bill passed by the House in March to impose a 90-percent tax on bonuses paid to employees of certain bailed-out financial institutions—as a “shell” for enacting the final version of the Senate’s health care bill, which Reid is responsible for crafting.
Good.

Keep reading about how Reid is getting stomped in the Nevada polls and may be pretty likely to be voted out. Which would be wonderful, BUT - could it be that the DNC is sacrificing him in order to get this deal done? Would Dingy Harry put his own future aside and take one (a BIG one) for the team?

All it will take is one or two elected republicans to make noise about it and it will become a big news item.
I heard about this 2-3 weeks ago.
The bill will be hand-written by Reid et al, from parts that come out of at least 2 committees.
Since it is an amendment, it is my understanding that it won’t go to the House for passage, but rather to a reconciliation committee. Once that is done it will be signed by Obama.
Yhah it would be great if Reid loses. But keep in mind the Dems will almost certainly still keep a majority in the Senate, and they would get a new leader, probably either Durbin, or Schumer who would be horrible.

If it passes, challenge it in the courts and in any other we legally can. Let the RATS show everyone what axxholes they are right up to Nov. 2010. Then vote em out.
I inundated my congresscritters (2 Republicans, 1 Dhimmi) with correspondence about this 2 weeks ago and all I got back was lame, canned letters.
Either they were playing dumb and are in on the scam or they are just clueless, who can say?
I heard the same thing that Reid was working in a closed off area of the Congress to write this amendment. This is going to blow up the Democrats across the Country. Most Americans will never forgive Reid and the Democrats for this travesty.
We need to keep pushing on all our issues, and expose their tactics, so even if the bill is passed the democrats will be exposed for their chicanery. If we keep pressing, they will lose in 2010 in bigger numbers than I ever imagined.

When do we wake up and realize that they not only don’t listen, but they don’t WANT to listen. Congress has become what we fought against 234 years ago - a tyrannical, elite, out of touch nobility. They are our enemy and the sooner we realize that - and treat them as an enemy - the better off we will be.
Both chambers have to pass exactly the same language, otherwise there will be a fatal defect in the bill that is sent to the president.
The use of a "shell" of a House bill to start with Senate-composed language (making the bill technically "House originated," but in form only) is common. The point is to avoid getting the Senate-started bill kicked out by the house, as not meeting the "all bills for revenue must originate in the House" requirement. Not that this is a revenue bill, but using a House bill number cuts off that line of argument.
As for going through a conference committee, that depends on the extent of divergence between what the House is willing to pass in open session, vs. what the Senate is willing to pass in open session. It is also common for bills to pass back and forth a few times as "minor" changes are made by both chambers. That is, not every "difference" results in a conference committee.
