The opening is intended to be ironic. There is no presence that either side is truly interested in justice or that the EU or anyone else is capable of adjudicating it. The article includes commentary highly critical of the EU report.

You’re also incorrectly conflating the EU with the International Criminal Court at the Hague. The Hague is “the principal judicial organ of the United Nations” (http://www.the-hague.info/court/), currently composed of justices from the Americas, Africa, and Asia as well as Europe.
