The opening is intended to be ironic. There is no presence that either side is truly interested in justice or that the EU or anyone else is capable of adjudicating it. The article includes commentary highly critical of the EU report.

You’re also incorrectly conflating the EU with the International Criminal Court at the Hague. The Hague is “the principal judicial organ of the United Nations” (http://www.the-hague.info/court/), currently composed of justices from the Americas, Africa, and Asia as well as Europe.

Nations have no place to go for justice. That was part of my point.

you keep saying I am incorrect... I know what they meant by the Hague and I don't think the article was very critical of the EU's report.
I wasn't and not going to debate this. I fully expect Russia to take back their old territories soon now that the EU and the US are playing their dangerous game of staying out of the conflict at any cost.

When the US gave up the F22 fighter we gave up on helping our friends.
