“and had his mother gone into labor and delivered while she was OFF base,”
Well, actually, Mclame was born off base. He was born in the Colon Hospital. Because of that he was elegible for Panamanian citizenship at birth. Because of that, you can argue that he was not elegible to be POTUS. I believe that neither major party candidate was constitionally elegible. Good Job major parties!
BTW- just because the senate looked at this in committee and passed a resolution didn’t effect a thing. They can’t change the constitution with a senate resolution (thank God). This interpretation is the job of the SCOTUS, but they won’t take it.

I am also one who doesn't believe that McCain is a natural born citizen either. I also believe that McCain's eligibility was investigated and the Senate resolution was passed to take attention OFF of Barry. The Obots knew Soetoro was "too big to fail" and had to win the election at all costs. Nicaraguan-born Roger Calero's candidacy was yet another distraction.

The Founding Fathers believed in "natural law" meaning that "every child born requires no act of law to establish the fact the child inherits through nature his/her father’s citizenship as well as his name (or even his property) through birth." There is a good definition of this here.

Hopefully this issue will flesh itself out with Barry because more danger lurks ahead if someone like, say, Bobby Jindal gets a future nomination. If he does there will a whole new generation of Jindal Birthers (even though he was born in the USA his parents were Indian citizens at the time of his birth) and we'll go through yet another flavor of this madness. One thing we can count on though, is that God is in control and has something to say about being ruled over by foreigners:

"...you shall surely set a king over you whom the LORD your God chooses, one from among your countrymen you shall set as king over yourselves; you may not put a foreigner over yourselves who is not your countryman." -Deuteronomy 17:15-

His mother says he was born on base. The birth announcement in the local English Language newspaper, Panamanian American says he was born on the "submarine base". A Washington Times reporter, Michael Dobbs , who says he saw the actual birth certificate, rather than one of the two more or less obvious forgeries floating around on the net, indicates it says JSM-III was born on the base. Dobbs also verified that the Navy doctor whose signature is on that document, Captain W. L. Irvine was actually stationed at the Coco Solo Naval base in 1936. Although from the argument in my previous post, it would not matter.

I've gone back and forth on this issue, but I had not seen the additional information from "Law of Nations" until today.
