Police are being told to watch for any large quantities of hydrogen peroxide, drain cleaner, acetone, or nail polish remover – various types of acids – and large quantities of ammonia nitrate or urea fertilizer.

I *hope* these writers did not mean, nor think, that drain cleaner, peroxide, or acetone were "various types of acids".

Morons.

Looks to be a punctuation disaster rather than a comprehension disaster, at least on the part of the author. My guess is an editor threw in the dashes after the fact.

Replace the first dash with a comma and eliminate the second one, then it appears to be more correct.
