Obama Considers Strategy Shift in Afghan War

President Obama is exploring alternatives to a major troop increase in Afghanistan, including a plan advocated by Vice President Joseph R. Biden Jr. to scale back American forces and focus more on rooting out Al Qaeda there and in Pakistan, officials said Tuesday.

The sweeping reassessment has been prompted by deteriorating conditions on the ground, the messy and still unsettled outcome of the Afghan elections and a dire report by Mr. Obama’s new commander, Gen. Stanley A. McChrystal. Aides said the president wanted to examine whether the strategy he unveiled in March was still the best approach and whether it could work with the extra combat forces General McChrystal wants.

In looking at other options, aides said Mr. Obama might ultimately just be testing assumptions — and assuring liberals in his own party that he was not rushing into a further expansion of the war — before ultimately agreeing to the anticipated troop request from General McChrystal. But the review suggests the president is having second thoughts about how deeply to engage in an intractable eight-year conflict that is not going well.

Mr. Obama met in the Situation Room with his top advisers on Sept. 13 to begin chewing through the situation, said officials involved in the debate. Among those on hand were Mr. Biden; Defense Secretary Robert M. Gates; Secretary of State Hillary Rodham Clinton; James L. Jones, the national security adviser; and Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff.

They reached no consensus, so three or four more such meetings are being scheduled. “There are a lot of competing views,” said one official who, like others in this article, requested anonymity to discuss internal administration deliberations.

Obama has no policy for Afghanistan.

Obama has yet to publish his National Security Strategy required by Goldwater/Nichols.

It’s no wonder the confusion exists. The State Dept has different goals than the U.S. Military and the CIA and the FBI. The JCOS and the heads of each service are unclear of our policies.

Afghanistan, Honduras, Iran, North Korea, Venezuela, Brazil, Poland, Czech Republic, Russia, China, ROK, Taiwan, Israel, Japan and Columbia all know there is confusion and no common goal.

Sounds like a plan to lose at best, retreat at worst.

I don’t like the war in Afghanistan, but losing it would be a disaster....as bad if not worse than losing in Iraq.

If the Taliban gain control of Afghanistan, I’m sure they will eventually take Pakistan. Then we would have a terrorist state armed with nuclear weapons. I think we should at least give the General his troops, get rid of the ridiculous rules of engagement, and get down to the business of breaking things and killing people. Lets win this thing! A bunch of cavemen aren’t better than our armed forces.

This is Standard SOP for a Democrat Administration.

Confusion and chaos is a way of life. How else to ensure you plan will work.

It’s all they know and the only way they know.

They have no plan (except to destroy the country) and it is replayed with each and every election.

Just a different face at the top.

No clear policies have been issued in regard to the US Military.

Are we to follow the current policies set forth in 2002, 2006, or something not published?

On Mar 27 the haloed one with Gates and Clinton at his side announced that strategy for Afghanistan and Pakistan had been decided and would be implemented. Now we are told that strategy is under development. What’s been happening the last seven months. (thanks to Charles Krauthammer for revealing this bit of Obama’s verbal gymnastics)

I read awhile back that our military isn’t to engage any targets in Afghanistan if civilians could be killed. Something to that affect anyway.

That was from a memo from the White House

He has not published any strategy or official policy in regard to military actions.

He has been in office for 8 months. He is required to publish a National Security Strategy for the United States by the Goldwater Nichols act.

He has had 8 months.
