Since the Lord Jesus Christ had been kicked out of the public school system (1962 in the U.S., I don’t know when in Oz), nature abhors a vacuum, and the devil has moved in to fill the void.

Not so long ago, here in the US, these boys would find themselves in reform school so fast their heads would spin. I suspect the same is true in Aussie.
Public Schools in general are sexualizing children FAR too young. and THAT in the main cause. This behavior is not normal, no matter where it happens.
