Actually this is more of the case where Obama’s PR team asked Carter to say something stupid so Obama could go on record as denying it while allowing Carter’s statement to get more air time.
For those who don’t know how PR works, when you want to sell a book you wrote you get your PR to book you spots on talk shows so you can speak for 5 seconds after being introduced for 5 minutes by a gushing host who just can’t get enough of the book you just wrote.
Similarly, if you want to say something inflammatory, your PR team will find somebody to make the statement for you so it can ring out to the public. Doing so allows you to go on the record looking good denying it, but at the same time, repeating the inflammatory statement increasing the press it gets.
Obama and McCain both did this at town halls with plants who would throw mud at the opponent. Thus McCain and Obama could go on record as gentlemanly while actually just regurgitating the mud. It’s an ancient tactic.
