To deal with the most contentious aspect of those shaky relations, McChrystal has already committed to try to reduce civilian casualties by issuing new orders that restrict when troops should call in bombing strikes. Winning "hearts and minds" is the job of Missionaries and Mothers, and, if they are very good, diplomats.
War is hell. Our military is sent to do a job. Win the war they are sent into, one battle at a time.
