As a rule of thumb, when you make changes to a citation, you should show additions in square brackets [an example of added text], indicate deletions with ellipses ... (three dots exactly) and note where you have added emphasis with the remark "(emphasis added)" in parenthesis after the added emphasis, whether made by change of font style (italics) or weight (bold). If you alter anything at all, it's good to add "(emphasis in the original)", where appropriate. A citation (a url, as in this case) is always an absolute necessity when citing someone else. A pointer to a book (page number and edition) or magazine article is sufficient.
It is never acceptable to modify a quote or take it out of context to make a point.
