Last December, weeks before the president took office, House speaker Nancy Pelosi set sharp limits on the role of Obama and his aides on Capitol Hill. A few days later, Democrats ignored the Obama team's desire for a tax credit for small businesses in the "stimulus" bill. It might have attracted Republican support and fulfilled the president's promise to be bipartisan.
Post-inauguration, Senate and House Democrats embarrassed the new president by sending him an omnibus spending bill studded with thousands of earmarks. Though he'd criticized earmarks, Obama knuckled under and signed the measure. On the cap-and-trade environmental legislation, House Democrats threw out Obama's cherished plan to raise revenue by auctioning off emission rights. They decided to give most of the rights away, mainly to political allies.
And after Obama reached a deal with pharmaceutical companies--they pledged $80 billion in cut-rate drugs for seniors in exchange for favored treatment in health care legislation--congressional leaders dismissed the deal as not binding on them. This prompted Obama to declare it nonbinding on him, too.
His biggest concession to congressional Democrats, though, has been to let them write the legislation on his three biggest initiatives: the stimulus, health care reform, and cap and trade. I can't think of another president--not one of the previous 43--who willingly yielded so much power to Congress.

I think up close and personal, the congresscritters know Obama is a poser and a phoney. The actions Barnes describes here are insulting to Obama, and he takes them sitting down.

Well? We all knew last fall that Reid and Pelosi would eat Barry alive. Now we’re just watching it happen.
Oh, the horror! Congress doing what it is (partly) supposed to do --> (implement the will of the people by) writing, debating and passing legislation.
Sorry, I wish to respectfully disagree with a comparison of Obama and Hitler. That is an insult to Hitler. He was terrible but He knew what he wanted and got it.
Puppets may have one person pulling the strings, but if that person pulling the strings is ignored.........you have Obama.
He’s neutering them by appointing czars and doing an end-run around the confirmation process.

FDR had his czars, but he called them his Brain Trust. They included some of the more radical academics of his time.

Congress can still control by appropriation if they desire. There’s quite a bit of plausible deniability built into the current ‘Rat controlled Federal Gov’t.
Maybe after 2010 it will be the Republicans eating him alive...if they quit being afraid of being called racists, that is.
Obama does an “end run” on implementation, through the czars.
However, Congress does an “end run” around Obama, on legislation.
The reason this is a mess is that nobody in Washington has the clout to make a promise right now.
Who the heck in Washington can “promise” that anything will, or will not, be in any legislation?

German train always ran on time. That was the key to the Schlieffen Plan in advance of World War I. General Schlieffen knew the German railroads ran like clockwork, and his plan for using trains to move trops to the front had the throwing of every railroad switch down to a 10 second interval.
There’s no reason Republicans should wait till after 2010 to start the feast.
