Good question. The FBI interviewed me (Mom)at my job. I believe he judged us “normal.” I’d assume he made a recomendation to his boss. Being a Marine, again I would assume his commander had the final say. (He was given a top security clearance that followed him into a civilian job when he got out.)
Even the housekeepers, cooks, etc have security clearances.
The Obama administration has “asked” to do their own vetting. So, they’re taking it out the hands of the FBI.
Which goes back to the question Glen Beck was asking today.

They are being ignored and infiltrated by the regressives, like every other institution and major organization we have.
Our country is in deep trouble. These people are bullys.
I had a couple of years experience working in the Hoover Building. One of the things I did was prepare budget requests for funding.
Having a law enforcement background, I always thought of our customer as the public, the courts, the prosecutor.
But in my detail, my eyes were opened quickly. Because I did not have their blinders, I soon realized the Number Customer for the FBI is the US Congress from whence they receive their funding.
That might sound trite, but that rule of thumb became my plumbline through a morass of public policy.
Every action has in its core function the purpose of allowing the Director to deliver results to congressional committees.
With that in mind, would an astute section/unit chief really want their agents to disappoint a democratic congress when a democratic POTUS if filling slots.
Besides, the FBI can still make their reports. The executive branch can mostly ignore them.
