The West Wing was in turmoil on Thursday as it debated how best to resurrect President Barack Obama's stalled $1 trillion plans to overhaul the most expensive health care system in the world.
The President appears to be prepared to drop a key item on his wish-list: a government-run insurance body that would compete with private insurers and, in his words, "keep them honest".
It became the main focus of vociferous Right-wing attacks on government intervention during the summer at public forums and town hall meetings held by Congressmen in their districts that deeply unnerved some Democrats in marginal areas.
After what aides conceded was a "brutal" summer break in which public support for his high-spending proposals slipped badly, the President will lay his political reputation on the line next week in a nationally televised joint address to Congress ina n attempt to re-launch his proposal.
An aide said Mr Obama would be "more prescriptive" in what he wants to see in a final bill, after realising that merely setting guidelines for Congress has resulted in a legislative mess that could lead to yet another failed bid.
Aware that they are in the midst of the most substantial domestic policy battle of his presidency, some of his staff are determined that he should insist on changes that expand coverage to the 15 per cent of Americans currently without health care.
Others argue that opposition among conservative Democrats, not to mention Republicans, is so strong that change will have to come at a slower pace.
A White House aide told Politico.com: "We have been saying all along that the most important part of this debate is not the public option, but rather ensuring choice and competition. There are lots of different ways to get there."
