First of all, she was registered as Stanley Ann Dunham Obama. Secondly, her transcript form makes a distinction between "Extension" and "Correspondence" courses. The meaning of correspondence courses is pretty clear. "Extension" is less clear and has slightly different meanings from school to school. Correspondence courses are often run out of the Extension department. The Transcript indicates that she took extension courses ("x" prefix, not correspondence courses("C" suffix) . So it would seem that, (1) Extension courses are somehow different from correspondence courses. The most natural difference would be that "Extension" courses were done "in person", at odd times and/or off campus locations. Back then, few schools had "regular" evening or weekend courses, although some, especially in the freshman courses, but they often had such courses taught in their "extension" division, usually by adjuncts or other non professorial instructors.
There were, naturally, no "on line" or "DVD", or even talk back TV courses. Today, at Washington, those "distance learning" courses are still administered by the Extension department. They even still have a "non degree seeking admission", whereby the credits one earns can be counted towards a degree after regular admission, which her transcript shows Stanley Ann did for the Spring '62 term. She probably did it that way because of her horrendous grades in the one semester at U. Hawaii (GPA 1.8), although taking evening classes would also be advantageous from a Barry care perspective.
The notion of her taking evening classes until that final term, (quarter) is supported by the report of her "building manager"/babysitter, Mary Toutongi, who related that Ann was taking "night classes" in January and February of '62, which would have been the Winter term.) On the transcript, the course she took in Autumn '61 and Winter '62 all show as "extension", not "correspondence."
Based on this, and the reports of her being in Washington state as early as late August of '61, I tend to think that Chief Engineer's theory of birth in Canada is quite likely to be correct. That theory goes, she never intended to be married to BHO Sr, and he did not intend to be married to her. Whether the marriage was real, but one of expediency, or nonexistent. Maybe she found out about the other wife, but for whatever reason, she was sent to Canada, to have the baby and give him up for adoption. But then she changed her mind, as young women often do in such situations. So she showed up in Seattle, *with* Barry, rather than without him. But clearly she was trying get and stay away from BHO Sr, or perhaps her mother wanted it that way.She did not return to Hawaii, until after he left for Harvard.
Now is it possible that Barry was born in Washington state, sure. Or born in Hawaii and then transported shortly after birth to Washington state? Again, yes, but it seems unlikely just from a logistical standpoint. (She would not know in advance exactly when she'd be able to travel).
How about born in Canada. Stanley Ann could have driven back and forth (driven by a friend, most likely) between Canada and Seattle area, preparing for what she would do after Barry was born. I don’t think her mother or father wanted her showing in Hawaii without a husband, so it may have been a faux marriage claim to Barak sr. and nothing more done about it until she came back to Hawaii with little Barry and obtained a divorce from Barak sr for purposes of wealfare roles, etc. She certainly knew how to lie boldly, applying for and receiving a divorce claiming she had lived with Barak sr when she was in Washington State all that time. I’m betting Madelyn applied for and received the CoLB for her grandchild with little difficulty in Hawaii of that time. The marriage ploy may not have even started until 1962 or 1963 when Stanley anticipated returning to Hawaii. The first registry in Hawaii may not have occurred until ‘62 or ‘63.

I don’t believe a word that Toutonghi woman had to say. The Polk Directory entries are, as far as I can see, as valid as the ‘birth announcements’ in the Hawaii newspapers. We have no idea what time period the entries in Polk, either Hawaii or Seattle relate to, they could be entries ‘of convenience’ - made at a time when it suited the protagonists to be seen to be somewhere, where they were not.
