Cops are not agents of the state. They are hired by 'chief of police', who is hired by the 'city council', who are elected by the people. All local, and as it should be IMO.
The State = government at any level.
The State = an entity with the power to use force, legally, to enforce its will.
So, what grounds for arrest would YOU support in this case?
Arrest = surrender your liberty to the State or face lethal force.
