I suspect that a constitutional amendment would be necessary. Good idea, in cany case.

What about the 14th amendment? Will legal and /or illegal aliens be forced to comply with these mandates? Suppose, one could renounce their citizenship to avoid these mandates. Why should anyone be forced to accept government insurance anyway when one could never opt out? A person can avoid paying taxes by not making income, a person can avoid car insurance by not owning or driving a car. But, the only way to avoid government or mandated health care is to stop living? This is an impossible affront to the natural law and our God given rights.
