Let him do it. What's he going to do, declare martial law? That'll go over well with his base, when their Beemers get stopped by .50 cal armed National Guard units for being out on the street at five minutes past eight PM.

With the right “crisis” martial law is not out of the realm of plausability is it?
To get them back in line quickly, all that needs to be done is the electricity shut off for a few days and Marshall law declared and check points set up on all major roads. They will be begging for their lives back and do what ever the Government says.

That would be to obvious. He'll call it something else, and for won't use the National Guard, at least not for the dirty parts.
Besides, martial law is not allowed unless the civil courts are not able to operate. That's not to say that the military might not be enforcing the civil law, perhaps under the terrorism exception to posse commitatus. But any cases that were tried, and any habeas corpus appeals would be handled by the civil courts, not military courts. And of course the Constitution allows for suspension of habeas corpus, "when in Cases of Rebellion or Invasion the public Safety may require it.
