Rent-a-cop Wesley Cheeks who has no authority to arrest anyone despite what he said to that gentleman.

As a uniformed rent a cop does he have the authority to arrest anyone at all?
Second question, what was the other man in the video saying about “the supreme court”. The U tube video cut him off before he finished.
He’s not a rent a cop. He is a public school employee.
