In a speech today to at the Montgomery County Hispanic Chamber of Commerce Business Forum, Gov. Rick Perry said he prefers a technological barrier along the Texas-Mexico border instead of a physical border wall. Heres a 43 second clip

Kinky Friedman, the humorist and 2006 independent gubernatorial candidate, will formally announce on Tuesday he is running for governor as a Democrat, according to campaign manager Rania Batrice.
Friedmans announcement tour which will start Tuesday and go through Thursday will start in Austin and continue in Houston, Dallas, El Paso and the Rio Grande Valley, Batrice said. End Snip....

I rather agree with the guy - the fence is expensive, and not too difficult to circumvent. Just recently, they caught Mexicans cutting the steel up and selling it for scrap. Higher tech and more boots on the ground would be the way to go, I rather think.
talking about “technological” border security is a political tap dance to try to appease people who want a wall without offending hispanics. what a crock.
The technology fence requires even more boots on the ground. That part they won’t provide and the fence will be just like most immigration enforcement..a farce.
An independent TX would have the fence and it would be effective as part of a national defense.

If we're going to use a "physical" fence, I prefer one with the fence posts mounted on very large, structurally sound insulators. An electrical carrier would be woven through the fence wire and would carry a high voltage.
A system such as I've described carries at least one negative. There would be some endangerment to wildlife, but I don't think that would be particularly objectionable to most sane citizens.

What Perry has in mind is no doubt some sort of RFID toll tag system for illegals.
Maybe time to play a little “follow the money”. Building a fence may require taking of property via eminent domain if the parties can’t come to an agreement to fair market. May be interesting to know how much property is left to be purchased and just how those negotiations are going. And if those land owners contributed to Perry’s campaign.

A fence by itself is just a speed bump for the illegals. I think (hope) that was what Perry meant.
Whether there is a physical fence or technological fence, there must be boots on the ground and eyes in the sky overwatching and enforcing it.
Perry is not perfect but a far closer to what we need in Texas than Kay Bailey.

Perry does know the crowd he’s speaking to. That said parts of the border once you get away from the Gulf becomes a challenge to build a physical barrier such as a fence due to the canyons, etc.
