That’s odd. Obviously she has not been able to develop emotionally or mentally but the article makes it sound as if she hasn’t developed or aged much physically.
Sunlight ages skin. I'd bet she didn't get much in the past 18 years.
My take on that is that she probably dressed and did her hair like a child because she has not had the imput to develop as an adult experimenting with friends and her mum various styles etc.
Also as any form of education and interaction with others of her age or adults that would allow her to develop naturally stopped at 11 she may also be childish in behaviour despite having had 2 children
