If she is 16 yoa, she can attend family court in Ohio with Social Services in aid, and apply for an emancipation order. She can even do it if she is under 16, but she would require some hard evidece to get the job done, say a study by Social Services commissioned for the purpose.

That will open up resources for her, and she can get on with a safe independant life from her freak father.

Otherwise she will be hounded by the Sharia Law freak Muslim crowd until they get her.

If she fled to Florida she should be allowed to have the case heard here. Sending her back to Ohio can be dangerous. The father has many friends there and there’s reason to fear for her safety. Feel free to check out Media and Announcements on the website below for two proposed changes to Florida law that would help and other details on the case.
