The Citizen Corps mission is accomplished through a national network of state, local, and tribal Citizen Corps Councils. These Councils build on community strengths to implement the Citizen Corps preparedness programs and carry out a local strategy to involve their community.
Everyone can do something to help make our families and our communities safer through:
Personal responsibility: Developing a household preparedness plan and disaster supplies kits, observing home health and safety practices, implementing disaster mitigation measures, and participating in crime prevention and reporting.
Training: Taking classes in emergency preparedness, response capabilities, first aid, CPR, fire suppression, and search and rescue procedures.
Volunteer service: Engaging individuals in volunteer activities that support first responders, disaster relief groups, and community safety organizations. Everyone can do something to support local law enforcement, fire, emergency medical services, community public health efforts, and the four stages of emergency management: prevention, mitigation, response and recovery efforts.
Citizen Corps In Action
Citizen Corps Council activities include:
Educate residents about disaster preparedness measures; Implement public education and outreach efforts; Provide training to improve citizen preparedness, prevention and response capabilities; Promote the importance of drills in the home, workplace, and school; Coordinate citizen participation in community disaster response activities; Coordinate volunteer opportunities that support local efforts in mitigation, preparedness, response and recovery; Citizen Corps Council Responsibilities include:
Promote and strengthen the Citizen Corps programs at the community level, such as Volunteers in Police Service programs, CERT teams, Medical Reserve Corps units, and Neighborhood Watch groups; Provide opportunities for special skills and interests; Develop targeted outreach for the community, including special needs groups; Provide opportunities of training in first aid and emergency preparedness; Organize special projects and community events; Encourage cooperation and collaboration among community leaders; and Capture smart practices and report accomplishments; and Create opportunities for all residents to participate. I’ll die on my feet before I live on my knees.
Some of us have been taking personal preparedness quite seriously for quite some time, and believe it or not, we did it without any help from or interference from the Government. In fact we are preparing to survive in spite of the Government.
And it’s none of the Government’s damned business exactly what I’m prepared for, either.
In my view, the Second Amendment gives us the authority for the only “Corps” we may ever need to form, and if it ever becomes necessary to invoke that, it won’t be to help the Government do anything...

If it was my block, all we would do is sit around, drink beer, and attack my neighbor’s watermelon patch. For the good of the community, of course.
