Like any other leftist, Leon Panetta has no scruples, so he wouldn't resign because of that. The fact is, he's just been PUNK'D and his ego can't take it. No one likes being made out the fool.
Remember, for every cabinet post holder or or high administative appointed post, Obama has a shadow czar....and between the twenty-or-so of them they set the ultimate, definitive policies.
Look for other resignations, including Secretary of Understate Hitlery. Panetta can't be the only administration official who didn't expect tovarich czars coming out of nowhere undercutting their hoped-for policy relationships with the Annointed One.

Leon gets no respect from me! He has been all over the place on this stuff. First he says he is with the CIA over Pelosi, and then just after that he complains about a secret program that Dick Cheney and the CIA supposedly had going.

My guess?
He took the Job to keep tabs on at least the final saving grace of the Republic the Intelligence Agency.
It is so bad even he and the Clintons want the hell out.
The question is what will the Clintons do to get power back and at least save the Republic from total destruction.
They maybe fellow travelers, but the Clintons do not want it all to turn into Detroit, because where this clown is going it will be that bad. Remember they want something to run, not a hulk of a 54' Chevy that you see as a taxi in Cuba (you'll get the analogy).
