A lady at McCain’s townhall told him that the senate MUST do something about all the czars.
Given that the separation of powers is a political balance between the branches, the Democrat Senate seems inclined to let Obama get away with this power grab, although I don't know why the Senate doesn't make him appoint his czars as cabinent or under-secretary positions requiring confirmation anyway. It would seem that Obama needs as many goodwill gestures towards the Senate as they need towards him.
However, it would take the Republicans taking back the Senate to make an issue of Obama and the czars. How they'd do that, I'm not sure. They could refuse to bring up his desired legislation if he doesn't follow the confirmation process, or they could refuse to fund the government if he doesn't seek their advice and consent on its leadership.

Did he look scared?

This is one of the questions I’ll ask my Sen. Why do we need Congress if the Czars have the power and the ear of the President? If I was a Sen or Rep, I’d be challenging the Pres on why so many Czars.
