This is a poorly worded statement, something like what a lawyer would come up with, and it has been attacked for that reason. It does not specifically say that the Enhanced Interrogation Techniques provided the bulk of intelligence, or even any significant intelligence. Many are claiming that standard interrogation procedures yielded almost all of the significant intelligence, and that very little was gained from the EHT’s themselves. Cheney should clarify this immediately.
