The Libyan authorities broke their promise not to hold celebrations for the return of the Lockerbie bomber, the Scottish Justice Secretary said today.
Kenny MacAskill was speaking at the start of an emergency session of the Scottish Parliament in Edinburgh, which was recalled for MSPs to debate his decision last Thursday to release Abdel Baset Ali al-Megrahi on compassionate grounds.
America has responded with outrage to the release and to the scenes of jubilation that ensued in the Libyan capital when al-Megrahi arrived back in his homeland.
Relatives of some of the 189 US victims said that the hero's welcome given to al-Megrahi, who is suffering from prostate cancer, had caused them renewed pain and there were calls from the US for a boycott of Scottish goods in retaliation.
"It is a matter of great regret that Mr al-Megrahi was received in such an inappropriate manner," said Mr MacAskill.
It showed no compassion or sensitivity to the families of the 270 victims of Lockerbie.
Assurances had been given by the Libyan Government that any return would be dealt with in a low-key and sensitive fashion. Advance notice of my decisions was given to the UK and US Governments so that they could seek similar assurances.

Al-Megrahi's unexpected decision to withdraw his appeal the week before his release taken by many commentators as a sign that a secret deal had been struck was made entirely by the Libyan and his legal team, he said.

Senator Rockafeller head of the Senate intelligence committee says he was told weeks ago.
Toto is also dismayed.
Right, so we must ask the question as to why the USG remained silent before the release? Obama and Congress should have expressed outrage publicly before the release.
After being back on their heels for eight years, Islam is once again on the march.
The American people voted for CHANGE, and CHANGE they will get.
You really don’t need to ask to you.
Eleven days in jail per murder.
No, it was a rhetorical question.
I have been told that the Koran says that lying to non-Muslims is not a sin. Too bad Kenny didn’t have the proper negotiator working for him. Enjoying your new work week yet, Mr. Justice Minister?
Actually, the point is that Hillary and Obama knew, and said it was OK.
That’s the news here.
Yes indeed.
I dunno about him, but I certainly am. Besides, having dated some truly gorgeous Russian women I have developed a definite taste for wodka these days. *grin* Have to admit I’ll miss the stuff, especially the hundred-and-forty year-old bottle that was gifted to Me. Maybe I’ll just tell her I finished it if she asks...
We ought to fire up a few B52s and give him, and his scummy ilk, a bunker bustin’ American salute.......
Well I guess its ok then, after all they promised.
Never mind that the scum who murdered 270 people was let out of jail after serving 8 years.
So does that mean they have to tell the truth to BO
On behalf of Pennsylvania, I'm ready to boycott a certain Scottish senator. I know it's tough, but someone has to do it!
The bigger question is when is someone going to ask him why he didn't remain silent.
It is just possible that the no-celebration deal had been made and might have been followed through
But when the Leader of the Free World then publicly orders a Third World Strongman NOT to do something, one of them is going to lose face.
Obama didn’t make a statement until after the release. Frankly, I am more concerned about the release than I am the celebration that followed. al-Megrahi should never had been released and Obama could have used the bully pulpit to have the decision reversed.
