The news is not that circumcision does this or that... the news is that it is being suggested as a pseudo-requirement by the government.

“Reduce,” as in CAUSE? Or merely correlate, in that medically advance nations have a much higher circumcision rate (and understandably low AIDS rates), while the African primitives that see infidelity as a team sport (like typical rituals with a new bride and the men of the village) tend not to have this surgical procedure?
