Complete and total bull$hit! He pushed the current law through when they were worried that Mitt Romney would appoint a Republican senator to replace Lurch, had he won. Now he wants a special election to keep the seat in RAT hands. The kid who wrote this is a naive dope, on the Kennedy payroll, or (most likely) both.
