But Republicans see a chance to claim a victory if the president signs a bill that does less than he'd asked for.
"A win for us is anything that improves the current situation without damaging the good things about our system," said Price, adding that any bill that does not include a public option, employer mandates and the rationing of care could be looked at as something of a success for his party.
Giuliani offered a narrower definition of a Republican win, telling POLITICO earlier this week that if the president signs any bill that does not include a public option, he would count it as a major loss for the administration.

The town hall protests have undoubtedly breathed life into the GOP's opposition on health care. But while the leaders speaking at the GOPAC convention were drawing applause by calling for tort reform and the right to pool risk across state lines, the press narrative and the party base were turned into former Alaska GOP Gov. Sarah Palin's Facebook posts, where she railed against so-called "death panels" and White House chief of staff Rahm Emanuel's brother.
The Republicans who spoke with POLITICO were loathe to criticize the protesters or Palin, but seemed to recognize that the party isn't so much leading a grass-roots movement as it is hitching itself to an emotional backlash against the Obama administration.

I know I have seen a steady stream of Republican congresscritters standing up and making themselves known on where they stand on health care. NOT!!!! dripping sarcasm
In fact I haven’t seen many of them say much of anything, anyplace or anywhere the last 6 months. Whipped, timid dogs afraid bark or even whimper. Absolutely a total vacum of leadership.
What a wasted bunch of jerks ... fire them all and replace them with warm bodies with IQ’s of a least 50. That is ten times better than what we have now.
I wish I’d see someone from the GOP push their health care plan, every single day on TV.
I think it’s an excellent plan and the only one that WILL bring costs down.
And when the CBO scored it, it covered more people than theirs and didn’t cost any more than we spend now!
GOP desperately trying to grab the coattails of a Conservative Grass Roots.
The negative aspect of this whole potential victory is the idea that those Republicrats can claim ANY CREDIT for what we did, screw those liberal wanna be’s.
Please go over and vote in a NY Daily News poll on a one-on-one matchup between Obama and Palin:

I said she’s the driving public force. I agree it’s the grassroots that is most important, but I meant that Sarah is the face on that.
I think Sarah has been an inspiration to the people. Because if a hockey mom pta member can stand up and confront the corruption in government and the full force of hatred from the national media then anyone can stand up. Of course she didn’t lead this particular movement, but she opened people’s eyes to the fact that you don’t have to be a lawyer or have a political science degree to let your voice be heard. Sarah’s courage has inspired courage.
>> Palin IS the driving public force behind the opposition movement
Hold on there. Palin is certainly out in front and she’s wonderful, but what about DeMint, and the other million Americans who’ve stepped up on their own?
Yeah, the GOP is riding the wake as far as I’m concerned.
Yeah, yeah. Great for DeMint. But I’d wager that not nearly as many people are aware of his efforts as they are of Palin’s stances. (what other republicans are going public and vocal on this btw, I can’t name any frankly)
GOP my ass. Conservatives and other concerned citizens are leading the charge but the GOP is a joke.
Yep. Pretty much...
