Right now the Federal Medical Prison Inmates in Rochester(think Blind Sheik terrorist) get better care then most of the rest of us that pay their bills at the Mayo Clinic

This is part of the irony. Once they shut them down, they can't start it up just because a VIP needs brain surgery. An institution like this is like the Space Shuttle, once it gets grounded, nobody rides.
