Could it be the illegals from south of the border don't like the cold weather, and that's why unemployment is low in North Dakota?

But on the bright side, the winters probably serve to limit the population to self reliant hard working types of people who can handle or learn to handle the hardships of living there.

And those smart enough to arrive and get set up before Winter sets in...
